    No. SLEC is the sole decision maker in this process. They will determine the course if action based on what they see. You certainly can explain your prior medical history but going through a screening prior to the actual medical will likely be a waste of time and funds.     Sure it did. You asked what would happen if they approved the visa during the visit which is an impossibility as you have not yet even applied for a visa.

    They won't magically get a visa application at some point in the future because you need to submit it after the petition is approved

    A k1 doesn't have a priority number nor does it need an invoice number. All communication with the Consulate needs to reference the assigned case number by NVC

    Assuming tou petitioned for a K1, you follow the instructions per your Consulate as NVC doesn't do any data collection for the K1

    Even non US phones work in country via roaming capabilities. The only downside is that it is more expensive and buying a load might be more complicated.

    You will bring the DS3025 and the record of any other vaccinations to the civil surgeon and they will transcibe onto the I693a for you. Out of curiosity, what is marked on the bottom left of the DS3025? Is it marked complete or something else?

    Sometimes it is as simple as they forgot to have him take the oath. If whatever the situation is was not curable they would not be wasting his time as they are not shy about denying if that is the situation.
