Could be many factors influencing this including case load, staffing levels, observed holidays, etc. In addition, there is a level of coordination between the immigrant visa unit that conducted the interview and the non immigrant visa unit that actually prints and sends out the visa. Finding someone who went through your Consulate would be better information but past performance is not always an indication of today
  14. It is because they said so, or maybe because the indicated processing time only means that is how long it has been taking to adjudicate 80% of cases. One can only assume the additional time is to get them closer to 100%.

  16. It is all about quality not quantity. Pictures may indicate that you have met but unfortunately it doesn't indicate when.
  17. Evidence of a relationship is not a requirement for petition approval. It would appear that you provided evidence of something not required to be accomplished. This may have been enough noise to cause the adjudicator to miss the other stuff you provided. You need to find evidence of you being in country. Other than boarding passes and entry stamps do you have anything that you can tie back to your name such as credit card usage, hotel receipts, ATM withdrawals? You have to put your thinking hat on.

  19. It is actually the Guidance and Counseling Program (GCP) from CFO. This program is the one for spouses and fiancees. Everyone else (parents, siblings, children, OFWs, etc.) take PDOS.
