I don't think we ever got an online access code, and it was very frustrating because we were also expecting one. She doesn't really remember, but my then-fiancee (now wife) says she got a letter in Romania with instructions of how to make an online account, before she had to go to Bucharest to provide fingerprints.
For the address: Update your address anyway. They just want to have an updated address where you can receive mail notices. They should send you an acknowledgement that they received / applied the change of address, it's like a I-797. My original address was my parent's house in CA, I started renting an apartment before my fiancee came over, and I forgot to tell them that we "changed" addresses until like a month after the lease was signed by both me and my fiancee. You can also write an explanation of why it took longer to notify them, but for the RO applications they move so slow with the letters that you shouldn't be worried about a letter being sent to your old address.
P.S. The mail notices arrive a couple days after the email notices, so you're better off watching your email and junk folders instead of the mailman.
