This question has probably been answered but I am having difficulty searching for a direct confirmation. Others are asking and others are saying it is not needed since in the reciprocity "table" it says one needs to be present physically in the UAE to get one and it is recommended that the Consul waives the requirement. However there are those who say (mainly in YT) that it is needed and there is a way to get it even if you are outside UAE. I know the process but I would like a direct confirmation from someone who has been interviewed in Manila and was asked to provide one.
