Hello. I am a USC and getting ready to file an I-130 for my wife. She was born in Nicaragua and later migrated to Costa Rica where she obtained dual citizenship betwen the two countries.
The problem is that she is having trouble obtaining her birth certificate from Nicaragua because some recent changes in the government making it nearly impossible for anyone who left Nicaragua to obtain government issued documents.
However, since she has citizenship with Costa Rica, her birth certificate is accessible through the Costa Rican government. The birth certificate indicates that she was born in Nicaragua.
She also has unexpired passports from both Nicaragua and Costa Rica. So all the documents are in order with the exception of the birth certificate directly from Nicaragua.
My question is if the birth certificate obtained from Costa Rica might be acceptable by USCIS?
It seems that there are some guidelines for documents that cannot be obtained by certain countries due to external circumstances (corruption, missing records, etc) but I cannot find any information on it.
We want to make sure everything is correct and in order before sending the petition so as to avoid an RFE.
