Hello. If your situation didn’t change regardless your ties to your home country, will be really hard to get a different result. ESTA is dead to you. Once you try to apply for a B2 you cannot apply for a ESTA, ever again. Applying in another country is another red flag, imo. Looks like you are trying to find a back door. The denial was about ties, applying in another country shows 100% that you are not tied tou Netherlands. Also shows a level of desperation . Looks really difficult to get approved but you will need to apply to check. By the way, they are not obligated to accept and review any paperwork that you bring to the interview.
