Yes, it still applies. I had to get one from an European country I was living in at the time, got it a bit early, stayed about 5 more months after getting it. No issues at the interview in my home country. As long as you don’t go back to Canada before the interview, the one you have will remain valid.

Well, expediting still doesn’t mean fast in immigration. It’s possible you’ll manage to get a medical well in advance of the interview. There needs to be enough time between medical and interview so the results get to the consulate before the interview.
