  2. The US Embassy in Manila (which presumably issued the OP's parents' visas) emails the beneficiary with the instructions to pay the USCIS immigrant fee after visa issuance. From my experience, USEM is very diligent in emailing the standardized instructions throughout the visa process, including what to do after the visa has been issued. It's the case-by-case email responses that they're not so prompt with.

  10. +1 to this. I entered the US with my spouse visa in Nov 2021 and got my SSN within 2 weeks. We e-filed MFJ in early 2022 for tax year 2021. No issue getting our tax return processed by the IRS.

  17. Their citizenship won't change just from being tourists in Canada. So they will still need B visitor visa to visit the US.
