Full series of shots for COVID will be required prior to the medical, but boosters not required for immigration purposes.

  18. Possibly. Depends on the interviewing officer. But in most cases, the information on the DS-160 form is all they need to make a decision. Anyway, only $160 to find out for sure. I know of a case in the Philippines where a female applicant got a B2 visa after 2 denials, while having a USC bf. On her 3rd attempt, she finally got a CO who agreed to read the letter from her bf, describing his strong ties to the PH. The 1st 2 COs didn't care, but she got lucky (after much begging) with the 3rd CO. Also, her bf was a retiree with permanent residence in the PH. Much stronger ties than you have in China.
  19. I'm assuming your parents have never worked in the US, hence no social security credits. If so, as the petitioner, you cannot escape from being the primary I-864 sponsor, even if you have a joint sponsor.
  20. In that case, go with @Mike E's suggestion. If you don't mind the filing fees, all 3 of you should file for him. I-485 is not an option for your brother. No need to wait for your parents' US citizenship. They may file I-130 for your brother on the day they enter the US with their IR5 visas. If they later become USCs, their petition for F2B can be converted to F1 with just an email request to NVC, assuming your brother remains unmarried.

Even if he didn't intend to stay when he first entered, with a USC sibling as his only possible petitioner, he is not eligible to file I-485 without an approved I-130 filed before April 2007. You may understand the AOS process that you went through, but that was AOS for an immediate relative of a US citizen. A sibling is not considered an immediate relative for US immigration, so the rules for your brother are different. It will take 16+ years for him to be eligible for an F4 sibling visa, assuming you file an I-130 petition for him right now. No way he can stay in the US legally for that long while on ESTA.

  23. Do you mean 3rd-party agent? It's not required if you didn't actually hire one. You seem able to handle the tasks needed for the NVC stage yourself. As for the DS-260, you may type the answers and click the Submit button yourself, but your mother should be aware of what is in the form. Even if you were the one who filled it out, she is still responsible for everything on the form and will be made to swear an oath about the accuracy of the DS-260 information during the visa interview.

As a married person filing taxes separately, if you earned income more than $5 (yes, five, not 5k) in a year, you are required to file taxes. For your family to immigrate to the US, you will be required to submit your US tax transcripts or tax returns for the 3 most recent tax years. I suggest you look for a competent tax professional who handles tax filings for expats, to help you back-file your US taxes. You will also need to report your UK or other non-US bank/investments accounts via FBAR filing. If you hire a tax professional, make sure they are familiar with the IRS amnesty program for expats, so you can minimize the penalties for late filing.
