  12. Not dumb questions. This sub-forum is exactly for DL-related questions like yours. No need to apologize. You may obtain a DL from MA or NH, if you have the required documents. Hopefully, you can get your SSN quickly enough to make the trip to the MA or NH DMV worthwhile before you move to WA. You may also need to present proof of residency in the state.

File the I-130 ASAP! Don't delay, as the wait time for visa interview in Mexico is long.

  19. If your wife is a Nicaraguan passport holder, then yes, she may benefit from the CHNV program. She cannot apply herself. You (the sponsor) will need to file I-134A for her. If she is granted the single-entry travel authorization, she may travel to the US with that document, be paroled in, then apply to adjust status in the US based on marriage to you, a US citizen. There's no guaranteed timeframe for I-134A processing due to high demand. It's partially via lottery system now. From the USCIS page you linked above -- "Due to high interest in these processes, we are updating the review process effective May 17, 2023. Under the new review process, we will randomly select about half of the monthly total of Forms I-134A, Online Request to be a Supporter and Declaration of Financial Support, regardless of filing date, from the entire pending workload to review. We will review the other half of the monthly total of Forms I-134A based on when the case was submitted under the first-in, first-out method, which prioritizes the oldest Forms I-134A for review."
  20. Are you a Hong Kong national? Did you live in Hong Kong for at least 6 months and 1 day at any time of your life, even as a child? If yes to both, then you need to present a police certificate from Hong Kong. Note that the above requirement only applies to applicants who are 16 years old and above at the time of the visa interview. Child applicants (below 16 years old) from Hong Kong do not need to present any police certificates at all, even if they lived in Hong Kong their entire life. Also, if you have been a Canadian citizen your whole life and never a Hong Kong national, you do not need a Hong Kong police certificate even if you lived in Hong Kong until you were 15 years and 11 months old.
