So yes, the AOS interview will be at the field office that has jurisdiction over the applicant's residential address listed on the I-485. Note that if you move to a different address, you must notify USCIS within 10 days via AR-11 or the change address form online. If you move to California while your AOS is pending AND you properly notify USCIS of your move AND USCIS timely reflects the change in their system, your case will likely be transferred to California. If your interview is still scheduled in Pennsylvania even after you change address and you are not able to get a confirmed re-schedule to California, you must inform the USCIS officer at the interview that you already moved to a different state.

  14. Yes, your previous work credits count. No requirement for you to have been an LPR when you earned those qualifying quarters of coverage. So, once your record with SSA says you have 40 quarters, your I-864 sponsor is off the hook. "Your obligations under a Form I-864 that you signed will end if the person who becomes a lawful permanent resident based on that affidavit: [...] B. Has worked, or can receive credit for, 40 quarters of coverage under the Social Security Act; [...]"

  20. Yes, he needs to provide the arrest records and court documents along with the I-129F. If you are so worried about this criminal record from decades ago, consider getting married and pursuing spouse visa instead. Unlike the I-129F, the I-130 petition does not require the petitioner to disclose criminal records.
  21. The I-864A form instructions on page 1 state that only household members at least 18 years old may sign.
