  8. Does the letter say "Courtesy Notice" or "Request for Evidence" (RFE) at the top? Courtesy notice may be safely ignored. But if the letter is actually an RFE, I strongly advise you not to disregard it, even if you completed your K1 visa medical abroad.

  12. Yes -- US physical presence on any status counts, even time spent in the US as a tourist.
  13. If it is possible for her to get legal custody papers as part of her divorce proceedings in Hong Kong, advise her to do it. The US consulate, whether in Hong Kong or in Manila, might require legal custody documents for her children's immigration.

  17. In general, it depends on the applicant's country of birth. Even if your brother acquires Canadian (or any other) citizenship in the future, the F4 visa wait time for India will still apply in his case.

  20. The packet she got from SLEC is for her personal records. When she gets her K1 visa from USEM, it may come with an envelope marked "DO NOT OPEN". It is that envelope that she should hand over to the CBP officer when she enters the US. CBP will not accept unsealed documents from her. That envelope will contain the official medical results document, among other case documents that will be transmitted by CBP to USCIS. She should not hand over her personal copy of the vaccination worksheet from SLEC. When she files for AOS after you two get married, she should include a photocopy of her vaccination worksheet in her I-485 package.
