  7. No point calling USCIS as it is the consulate that handles visa cases.
  8. The W7 form must be submitted to the IRS together with the federal tax return for filing. The IRS (not the acceptance agent) processes the W7 and issues the ITIN. The only advantage to using an acceptance agent is so you do not have to mail your wife's original (or certified copy) passport to the IRS.
  9. The US embassy in Manila requires updated documents to be uploaded to CEAC prior to the interview. That means recent NBI clearance and financial support documents. If the document screener at USEM sees that the files in CEAC are outdated or do not match the original civil documents presented, they will not allow the visa applicant to proceed to the interview with the consul officer. Worst case, the applicant will be told to leave and return after the documents have been scanned and uploaded. USEM might offer a scanning service within the consulate premises, but I'm not sure if that's available to all applicants or if it was just a special service to elderly applicants at the time of my interview in Nov 2021. Best not to rely on that and just come prepared with all the documents already uploaded. I was able to upload my updated documents to CEAC without any issues one day before my interview.

  14. @pushbrk already advised you that passport stamps and boarding passes are considered primary evidence, with photos together being good supporting evidence. Unless you somehow lost your passport, it's very likely that you do have the primary evidence already mentioned.

  19. USCIS has authority over the petition only, while NVC just functions as document screener, not approver. The consulate is the sole approving authority for visas. So until you provide what the consulate requires, your mom will not get a visa.

Is your current green card a 2-year card? If so, how did you apply for a new card online? Did you file form I-90 (which 2-year GC holders are NOT supposed to use for GC renewal)? Also, I-90 requires that you surrender your existing GC.
  22. Your mother needs NBI clearance with AKA from the Philippines. AKA field should list all the names ever used in her government-issued documents, including her maiden name and any misspelled name. Contact the Philippine embassy in Singapore for assistance in getting NBI clearance. Were you and/or your mother born in the Philippines? If so, one of you needs to get a corrected birth certificate from PSA. If the name error is a simple misspelling, you may be able to go through the process for birth certificate correction due to clerical error.
