    Problems with timing. Three months until she give birth then she has to wait for the birth certificate then she has to apply for a passport for the baby and receive it. Even if she get the full 6 months when she enters the timing will be really tight. 
    Problems with you signing/co-signing for anything for her. You are the one on the hook. No matter how good a friend or family member they are I never trust anyone with more money than I can afford to lose. Have her pay you in advance (before signing the lease) for the 6 months rent. Even the best of friends seem to "forget" to repay their debts, especially when they are in another country. 
    Hope everything goes well for her and the baby as a normal birth can cost more than $5,000 and if complications arise we are talking a lot, lot more. Also remind her the US has the highest health care costs and one of the highest infant/mother mortality rates of developed countries.

    Your obligation as her sponsor ends when she becomes a US citizen or surrenders her green card or dies or works at least 40 qualifying quarters.

    Removal of conditions is her petition, you have nothing to do with it. She can removed conditions with a divorce waiver. You can do nothing to stop it.

    The husband needs to discuss all details of this with a qualified Immigration Attorney.  Based on your story, he may have committed one or more crimes that could impact either his own US Immigrant status or the prospect of bringing his spouse and children to the USA.

    I have never heard of an exception being made due to fear of flying. Only one party needs to travel. And there are treatments for anxiety (pills, hypnotherapy, etc). The only medical exception I have heard of was where the USC was bed-bound and the foreign fiancé had tried repeatedly to obtain a visit visa but was repeatedly denied.

    So what box is she checking for her eligibility to work on the I-9 form? 
    By the way  living here for 12 years is considered immigrating whether she did it legally or not. She has live in the US longer than she has lived anywhere else.

    You will need to contact several insurance companies and obtain quotes for medical insurance for your father, in writing. Then you will need to prove you have sufficient income above the poverty level to pay the premiums and any deductible the insurance has. A written statement that you will pay for all medical expenses your father incurs beyond what the insurance covers.

    For you to get citizenship in the US you will have to have a green card for at least three years while living in the US for that time. If that is your intent you need to start moving on the green card process as you are looking at at least 4-5 years from now to obtain US citizenship.
    Obtaining a tourist visa from the Philippines if difficult at best and with a USC spouse living in the US it will be almost impossible. You have lots of reasons to remain in the US but none to return to the Philippines.

    To my knowledge pregnancy is not a life changing event. Marriage is but she is way too late for that.

    Since he does not have a legal status the 1-601a should be filed as it is a waiver. He will then have to leave the US to interview in Mexico. When he leaves the US he will trigger his ban which is probably a 9c. That means he is not eligible for a waiver until he is outside the US for 10 years.
