Here's the problem, SSA has a problem understanding that your wife is lawfully present even though her I-94 has expired and she's lawfully here after filing for an adjustment of status. They will likely require a copy of her green card. The onus will be on you to educate them. Whether they can understand that is the big question and to why they can't seem to give you a correct answer.
Fight if you want the money.

Unless the embassies want to provide food and beds I don't see how this is even possible. Since Covid is already rampant inside the US I don't know what he thinks this will do to stop the spread.

First you need to deal with the denied I-751. You can't apply for a green card because you still have one.
Honestly you have a lot of red flags in your case.

Even with a valid marriage certificate if you can't prove the two of you were in the same place at the same time at some point during or after the marriage your petition will be denied.

Since he made a second illegal entry he is barred for life from entering the US as soon as he leaves. He can apply for a waiver after 10 years of being outside the US. Have you considered relocating your family to his country?

Entering the US illegally for the purpose of obtaining a green card is fraud. Since you can't enter legally, you say you have no visa to enter the US, give that thought up. Do it the legal way.

It appears you did not marry within 90 days. If that is correct he cannot apply based upon the K-1. You will need to include the I-130 along with everything else, and the fee for it of course.

That part is confusing as the OP says they married in May but weren't able to record the marriage so they had to REDO it in June.

Have you tried the California state site? https://www.cdph.ca.gov/Programs/CHSI/Pages/Vital-Records-Obtaining-Certified-Copies-of-Marriage-Records.aspx It is possible the county already submitted a copy to them, just because the office is closed to the public they might still be processing things.

There is no absolute time limit. But, once your I-94 has expired (90 days after entry into the US), you are out of status, and you are technically subject to deportation. Once you submit a proper I-485, you will be granted "authorized stay" in the US by the US Attorney General while the I-485 is pending. There just are no benefits in waiting....in short, the best answer is ....as soon as possible after marriage....

The ban the US has in affect does not apply to US citizens or LPRs. They can return anytime they can get a flight.
