One or Two I-864s for two stepchildren?

My spouse is already here and has her green card already. I am filing for her two minor children who will be coming together at the same time. They each have an approved I-130. So then on each I-864 I would list each child as the principle immigrant, and then on the list of family members immigrating at the same time, I would list the other sibling so that my calculated household size will be correct? Am I understanding this form correctly? -
Sorry if this has been asked before, but if I submitted two I-130s for my two stepchildren do I need to fill out a separate I-864 for each one, or one is sufficient for both? I ask this because USCIS only asked me to pay the fee for one single I-864 for the both of them, but it is not very clear in the instructions if I need to file two separate ones or just include the second stepchild as a family member following to join within 6 months. Thanks in advance if anyone knows the answer to this.
