Because when they recieived the petition, it was entered into a computer and the actual packet sits waiting with thousands of others till someone can work on it (as my most recent notice said under processing times "however, systems will show only that the case has been received and the processing status will not have changed , because we will be working on other cases that were filed earlier than one" so, until immigration officer works on your case , it sits in a pile RFE's for this issue are not that scary / have the copies ready to send out in case it may be needed
