How do u know it was not completed? did he have the crest x ray or is waiting for blood work or vaccines? the file could have been sent to embassy Did he have interview prior to dr appointment as many have to do and CO just waits for medical papers? If so, the medical papers will go direct to embassy

she can attend interview but the CO will put the case in AP till u file and send tax returns /all your tax info had to be sent by end of January to u if it takes longer than 6 months from medical , a new medical will be required -

OP there is no need for a 2nd drawing as per Boiler comment the following for 2023 explains what USCIS does they give out 55,000 DV lottery visas but many of the people that are drawn do not qualify when they interview or they fail to follow thru by actually applying for the visa 2. The main draw Candidates will be distributed among the six geographic regions. The quota for each country is no more than 7% of the winners. The computer will randomly select a certain number of winners from the general base of the region. A total of 100,000 to 150,000 winners worldwide will be chosen at this stage. However, no more than half of them will have access to the prize. It is now a shorter form only 3 pages as much of the info is on the ds 160 but to search 15 years and siblings will take time u can't justify it???? USCIS will not try to justify / BTW we applied K1 2009 and got our IR1 2015 (no 5535) just normal vetting 3 things you should know #1 The Immigration System is Very Complicated.
