Traffic tickets are not criminal unless alcohol and/or drugs are involved u report offenses that result in arrest and/or conviction -

If they come together, it is yes to 1st question -

He can apply for tourist visa /we say chances he will get one are low the fees are expected to go up from $160 to $185 sometime this year i will add to your prayers for his success Understand a few things If he gets the tourist visa ,u still have to meet several times and with each trip to the US , he will be under high security briefing at POE And he should not bring any documents like a birth certificate, resume , etc./ documents that would make CBP think he intended to stay and AOS here ALL of us here understand love and immigration and really do wish u the best but African embassies make it so hard to get visas. so, good luck

From USCIS site (The letter will hurt his chances / i will say it over and over as it means he is coming to visit a GF and to embassy is a sign he intends to stay and AOS here ) Note: Visa applicants must qualify on the basis of the applicant's residence and ties abroad, rather than assurances from U.S. family and friends. A letter of invitation or Affidavit of Support is not needed to apply for a visitor visa. He is from Africa /same as my husband/ his chances to get a tourist visa, especially to see his gf , are slim to none your letter hurts his chances and u will need to meet and spend quality time to get any K1 or CR1 visa try the B1/B2 tourist and let us know if you are successful as what we all see is denials for most Aftricans to come to meet gf or fiancee here in the USA good luck and u can prove me wrong/ doesn't offend me just understand , its not what we have seen to be successful

1st a letter of invitation from u for him to get a tourist visa would hurt his chances to get the visa 2nd he needs to satisfy the CO at interview that he will return to Sierra Leone helps to show he owns property has a job has money to afford the trip he would have to be honest when the CO asks Why he wants to visit and when he says to visit my gf , he will more than likely "be denied" So we should just apply for the k1 visa and close our eyes with fingers crossed??????? This means what? You have to meet in person to apply HIm coming here on tourist visa would look like he is coming to marry here and adjust his status and that is fraud to plan so it does not help your cause u need to get the medicine u need to go to Africa and have it in prescription bottles in baggies for the trip

You can petition separately but still the instructions which say in general instructions : 3. If your beneficiary has more than one child, use Part 8. Additional Information to respond to Item Numbers 40.a. - 44.h. for each child. The important part of the instructions are NOTE: A child (unmarried and under 21 years of age) of a K-1 or K-3 nonimmigrant may apply for a nonimmigrant visa to accompany or follow-to-join the K-1 or K-3 parent. You do not need to file a separate petition to classify the child as a K nonimmigrant. Children of K-1s are classified as K-2 nonimmigrants, BUT the 18 year old was not listed in the original petition -

yes, new I 130 but expect issues as u r suppose to disclose all children (of both parties ) on the petition and ds forms I even had to list mine that were in the late 20's and were USC with kids of their own Hacking law and issue of not listing a child https://hackinglawpractice.com/forgot-to-mention-kid-to-uscis/ -
