M uncle's lawyer stating that the amount is not refundable

I am from pakistan. my uncle applied for EB-5 Immigrant Investor Program and paid around 500,000 dollars fee but he has died a month ago during the pendency of case. I wanna know whats the procedure for reimbursement /withdrawal of that amount which he submitted for the petition? he was un married and he had no kids . list of his heirs Father Step mother two brothers 3 sisters.
