This is true. Maybe you are misunderstanding it. He either has to be in the US before you or travel with you. Sometimes it is even annotated on the VISA.

You need to show atl east 125% of the federal poverty line for the state you will be living in. See the I-864 instructions.
Since you say you are DCF expect needing a joint sponsor unless the Petitioner has already moved back to the US and re established domicile.
Expect to explain why there are not 3 years of taxes.

But yes start with paying the fee, doing the DS-160, sending her the copies, scheduling the medical and the interview and doing the CFO.

Your mother-in-law can be scheduled anytime for CFO. If she doesn't have the passport back she will have to make a quick return trip to get the sticker or she can setup in advance to get it at NAIA.
Usually you need to enter the US by the date of the medical expiration. The date will be printed on the VISA.

No. They need to stand on their own ties to return to their home. If they take the letter the CO does not have to look or consider it.

I did the similar thing with my wife but in Mexico where I had permanent residence as well. When I meet with USCIS in Juarez to file the I-130 I supplied my permanent resident card and Mexican driver's licence in addition to the other packet requirements.
There are some others that DCF'ed from Manila. Hopefully they have some suggestions. You can also get an Infopass for USCIS in Manilla and ask them.

Save yourself some hassel and contact the citizens services part of the Portugal Embassy in Washington DC. They know about US / Portuguese requirements and and in your same time zone. You should be able to get everything done there.

That is how it works today. Your flights need to be in the name on your passport.

You didn't register your marriage is why they won't change your name on the passport. They would also be able to do that at the Embassy in Washington.
My wife is Filipina and couldn't use her married name on her (new) Passport or other things until the Report of Marriage. Her passport also has her maiden name on it as her middle name. But it is not on her green card.

If you get a passport without your married name you can just keep a copy of your marriage certificate.

What is most important is her current job. Then her last year of taxes then the year before that etc.
If in doubt have a kont sponsor lined up.

You take the documents to the embassy interview. You skip the NVC altogether.

It means Case Complete - NVC is done with it's processing and now it is ready to be scheduled.

Also you can also file taxes as married filing separately but then you lose the benefit of having "being married". You can later amend that return to include her.
It is easy to exclude her foreign income if you do file together.

Not sure this helps but we got a certified copy of my wife's passport in the Filipino Consulate in Hong Kong when we got married. That along with the letter from the bank got us an ITIN prior to the tax filing.
There is also an acceptance agent program that the IRS offers. Note that most people on this list charge for that. A friend of mine used that option too.

Mention that you have been married for two years at the POE and hopefully you get the IR1 stamp. Otherwise you have to await the Green Card and then ask for the correction.

To reduce hassels, your best choice for flying will be on an US based carrier. Second choice is to buy tickets with a US Based carrier.

Yes you must take the I864 to the interview. Everything has to be in English.

We submitted all of our photos for our I-130 and during the interview, on regular paper about 9 on a page with dates and descriptions of who and where were with.
How long before the ROC date should we file?

90 days . . . earlier on the ROC date hopefully means less time on the other side waiting.
