It's all a joke. I went through the same process and emailed them, I got an email response back 20 days letter with the following:

Ok, quick update. I finally heard back from the NVC on 6/21 with WL and Case Number.
However, they seemed to have changed the embassy interview location to Mumbai (it was supposed to be New Delhi). Looks like this also happened to others earlier on in this thread. Going to call them next week to find out what's going on.
Anyone have more info about this?
Dates:
- 6/12/17: (Priority Date) Received Receipt Notice from USCIS
- 3/29/19: Received Approval Letter from USCIS
- 6/21/19: Received Welcome Letter from NVC (case opened in Mumbai, supposed to be New Delhi)

It's already 6 weeks from the date of my wife's I-130. I called NVC, they were shocked why they didn't receive the case. They asked me to send an Email. Anyways, I called USCIS, they said it takes 90 days the case is transferred to NVC.
The immigration system is funny.
I gave up.

QuoteIn order to ensure your private information is protected, please resubmit your inquiry and any attachments using the ASKNVC form only. You can access this link at nvc.state.gov/inquiry. You will be required to provide privacy information in order to receive case specific information. Please limit your inquiry to only one case per submission.
This is seriously getting ridiculous.

From the date of approval you need to wait 3-4 months to get response for NVC.To upload documents and pay fee
On travel.state.gov they've listed they're currently processing USCIS approval cases from 29 April 2019

My PD is June 12 2017, and I received the Approval Letter from USCIS on March 29 2019. It's been almost 2 months now and I'm still waiting to hear from the NVC.
Their phone lines are always busy with a pre-recorded message to try again. Any ideas on what I can do next?

It was by email. The email was sent to both me and my spouse (we had our emails stored in the NVC CEAC website).
