Just bear in mind only immediate family members (spouse, child(ren) of military (or government) employees are covered as being on government orders when it comes to green card and residence overseas counting as residence in the US. It doesn't apply to mother-in-law. I doubt you'd be able to get your mother as a military dependent on orders. Potentially as member of household and that's definitely not on orders. -
There won't be any naturalization until your Removal of conditions is approved. You can most certainly apply for naturalization. There could be an instance where they interview you for first removal of conditions and at the same appointment for naturalization as well. You hopefully applied for your child's removal of conditions alongside yours.

Divorce in Mississippi and make sure you also pull the I-130. Once divorce final, send her the final divorce decree so she can handle Nigeria side of things in case she wants to marry someone else in the future. -
Administrative processing is something that involves several agencies from what I have seen reported here. You try to do mandamus, they can come back and say not sufficient time to complete the checks, visa refused. So think hard if and when you want to try that process for administrative processing. And BTW, he received approval of O-1 petition, not visa - visa is a consular process, petition is USCIS process.

All the questions starting with Have you ever... really do mean have you ever. Looks like you completed ESTA application and was denied and now need to apply for B2 visa. Yes, you do have to pay the tourist visa fee ($160-185 depending on the country) before you can schedule your interview.

Delay submissions to NVC until you're within 5-6 months out from finalizing the 2-yr requirement. They will not issue an immigrant visa until 2-yr HRR has been completed. -

Ok, best to keep everything in one thread - no need for messages. Depending when she was processed for immigrant visa, it's highly likely they ran out of the visa numbers - that's what happens with DV lottery - not everyone can get it even though they qualified for it. Her best bet now is to file I-130 right away and then get herself (or her husband) re-entry permit so she can spend time with the 14 year old if no one else can watch him until visa available. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html link to the visa bulletin that's published monthly. Expect about 3-4 years until visa in hand. And no, it can't be expedited.
