Probably give everyone conditional, then hike ROC fees. So, by logic everyone gets ROC as opposed to now where your file can take 2 years and you end up skipping ROC.
Pretty sure there intent is to reduce wait times to below 2 years so you can pay them agian at ROC. So, these fast approvals will be gone and the new fast will be interview 5 months prior to hitting 2 year anniversary so that they can catch you at ROC and take your money. By doing this, they'll be killing two birds with the same stone: getting your ROC $$ + increasing processing times to what they almost used to be but below 2 years
