The people we're talking to on the phones are not the ones actually approving our files. "Tier 2"  "Tier 1" it doesn't mean anything, they just work there. With the slow downs likely they've been told to say some sort of summary like- your application is in process and you'll hear back soon. Think of how many similar calls they're getting from people like us wondering what is taking so long. There's no way you're getting accurate specific information. You'll probably never speak to that same person again, so there's no consequence for anything they tell us. I'd take what they say with a grain of salt.

Folks please watch you are getting close to be off topic for this thread. Many Countries do not allow dual citizenship so we have members who will just file for their 10 year card and others have other reasons to not file. So yes please take all Citizenship talk over to the appropriate forum.
