I’m confused about what you wrote about doing the biopsies vs surgery. In general, that would be a discussion to have with the surgeon or oncologist- not something you decide on your own, based on cost. There are rationales (medically and surgically) for biopsying tissue prior to resecting an entire organ or body part.

They are already dual citizens and eligible for British passports. My kids are dual British/US citizens (born in the US) because their dad was born in the UK.

So will you return to the US after starting your job? As in next month? By the time your partner gets an interview, you will have been working for awhile, with ample payslips to show current income. DCF (direct consular processing) may also be an option since you have a job offer. You would need to get married asap, and then get permission from the consulate to do that process. I don't recall seeing many doing DCF through Manila, perhaps @pushbrk has insights.

It's based on the totality of circumstances. If you're marginal, trying to time a petition submission around the federal poverty guidelines does not make sense. You're better off seeking a well qualified joint sponsor, or trying to improve your income.

Very much doubt it. Waivers for the K-1 meeting requirement are HARDLY EVER granted. You will need to find a way to meet in person if you want to petition someone.

You can’t overcome reasons for denial by refiling. Do you really think there is no record-keeping in USCIS/department of state??? You may want to plan to move to his country if you want to live together.

I don’t think you understand what notaries actually do. They do not certify the authenticity of documents, only the issuing jurisdiction can do that via “certified copy.”
