I'll just point out one thing. Your wife needs to travel on her new US passport until she files for dual citizenship and receives her new Philippine passport. Her old PH passport is null and void once she became a US citizen. Don't use the old PH passport to visit the Philippines.

It sounds like your 17 y/o stepson became a US Citizen at the moment mom naturalized. Apply for his US Passport right away since it's quick and easy. Don't wait for the N600. I'm not saying not to file the N600 too but it takes longer and is more complicated than getting his US Passport.
Children born outside the US should be included on their mother's application for retaining Philippine Citizenship. I think it's an extra $20. If mom was still a Philippine Citizen when the kids were born in the US they were duel citizens at birth don't have to do anything other than the report of birth and apply for their Philippine passports. As far as delayed registration put anything you want for the actual reason on the affidavit. They will translate it into "reason? Negligence." Which is no big deal at all. The benefit for the kids is they get their rightful Philippine passports.
Mom and 17 y/o could get balikbayan stamps with US Passports and PSA birth Certificates. The younger ones ARE Philippine Citizens so don't need and probably can't get balikbayan stamps but it sounds like they DO need report of birth and Philippine passports.

I wouldn't make the choice based on anything other than what was the most convenient and/or economically desirable flights. Any port of entry would be fine.

For "Metro Manila" put "NCR" as the province. (National Capital Region). Put the actual city, IE Pasig City. There is a 4 digit zip code. You may have to Google that. All addresses should include a barangay. Beyond that, freestyle rules apply and it is a very inexact science. There might or might not be a subdivision, purok, street, block, corner, sito, prominent building or landmark house number, etc.
If it is just for informative purposes on a visa application then the format is probably not that critical. If you actually expect a real delivery of something at that address ask what if anything was ever successfully delivered there before and what address worked. IE, have they ever ordered stuff from Lazada before? The most critical part of any address used for actual delivery is that they have a good, complete, reachable cell phone number that would really be answered. Since probably half of Philippine deliveries come down to the delivery guy getting to the general area and calling or texting to ask for directions.
Delivery guy in the Philippines has to be one of the most challenging occupations on the planet.

I didn't think of that scenario. I reread and reinterpreted the phrase, "My lesbian wife...", and I now see what may have been asked. If she is a spouse in a same-sex marriage, then, yeah, she would need an onward ticket if she arrived with her spouse for the reasons detailed above.

Too much non-relevant info and not enough details.
First, being a member of the Alphabet Tribe has no bearing on whether she needs a return ticket.
Secondly, is she an American citizen?
This would be simple:
If she is a returning green-carded Filipino, then no.
If she is an American (or non-Filipino), then yes.
If she is a former Filipino, then no (Balkbayan).
If you're Filipino and she is non-Filipino and you are traveling together, then no (Balikbayan)
That covers all the scenarios I could think of.
If she a crossdressing, gay, African-American, combat veteran with one leg and eye, the above still holds.

Good luck if you go the annulment route. You're looking at a couple of years and $5K+ (if you're lucky.) Mindanao judges have been fairly liberal in granting annulments in the past, but there have been crack downs on the process in the past. Either way, you'll need Pesos and patience.

I agree that it is much tougher in the Philippines. (Houston hadn't start doing them before I moved.). My local BI office processes 13As, but it does not do interviews. I submitted the required paperwork only to find there were more requirements. One of those requirements was an information worksheet in lieu of the interview. One of the questions was "name five things that you do not like about your wife." Additionally, I needed a notarized statement attesting to the truthfulness of the submitted information.
A notarized statement attesting to truthfulness of an informational worksheet that states the five things I hate about my wife is a little over the top. It's on hold until sometime in the future. I maybe dumb, but I'm not stupid. So, Balikbayan it is until forced into something else.
I asked my wife why would they limit it to only five. My recovery is expected to be slow and painful...

I used to work in Trona nearly 20 years ago where you could see that peak. There are lot of interesting things (and dangerous) up in those mountains if you knew where to look. The company owned a limestone quarry due west of Telescope Peak. There was absolutely nothing around. There was nothing but rocks, sand, and scrub brush. It was utterly desolate. However, if you go up into the hills, you could find these little pockets where there would be artesian water flowing. It was both weird and amazing at the same time to discover a mini water fall or stream in the middle of nowhere.

I don't want to see this thread delve into politics, but I will say this. If your news source only ever has negative information about 1 candidate and not positive, while nothing but positive about the other candidate and nothing negative, it's not "real" news.

Maybe it is diversity, but more likely it is because of the higher fees they can charge. Some colleges actively recruit foreign students in order to fund the school that would otherwise be defunct.

Unless you have a lot of experience driving in third world conditions I concur driving is a bad idea. I drive there myself so I can't tell anyone not to do it but at least be very certain you know what you are getting into. There are NO traffic controls in most places. Not a stop light not a stop sign, no lines on the roads, have to cut across four lanes of bumper to bumper traffic to get where you are going, etc etc. Parking is usually a big problem. Grab, trikes and taxies are incredibly cheap.
Grab is phone app based similar to Uber or Lyft. Some airports have a Grab kiosk in the arrivals area that would call one for you but I'm not sure about CDO. You should place a high priority on having working mobile data. Either roaming on a US plan or you can get cheap prepaid eSims in advance or if you phone won't support eSims they have free(ish) SIM cards at the airport. Get Grab set up and the acct verified, credit card approved all while still in the US.
Honestly, for a late night arrival on a first ever trip to the Philippines, at least check with your hotel how much it costs to have a driver waiting for you with a sign in arrivals. It will probably cost twice what a Grab would charge but is probably still ridiculously cheap and provides piece of mind and lowers stress.
Be careful making tight schedules. The Philippines is a "tight schedule averse environment". A night time arrival at CDO is almost guaranteed to be significantly delayed. The two hour layover in Manila is doable but still a little risky if the arrival and departure is all in Terminal 3. It could be almost impossible if there is a terminal change and separate tickets.
