    I saw there are alot of cases in wac17056xxx and wac17060xxxx have the same update on May1 like yours. hopefully, it means, they are working on those cases.. Wish an approval arrives soon to you.

    Morning everyone
    Just came back from a USCIS appointment, I was inquiring about I751 pending with N400 and yes, CSC will transfer the case to the local office and will sit there till they touch my N400. even though I'm October 2016 filer for I751 The office told me I will NEVER see my Green Card...

    I was born in Madhya Pradesh MP India but my birth was not registered so I had to procure non availability certificate of birth record from local Municipal Corporation.

    The process is tedious.

    I visited Nagar Nigam office in Jabalpur birth and registration section. The guy told me since birth was more than 10 years ago order must come from SDM office. He gave me birth certificate registration form (5 rs) and asked me to go to SDM office. SDM office is full of agents. One of them wearing black coat appearing as advocate gave me 5 forms (Shapath, application to SDM, panjiyan, sthal panchnama and tahsildar report.) and 3 page blank SDM order.     I paid him 70 rs to fill all forms then I had to go to Lok Seva Kendra near collectorate to deposit 30 rs as fee. Once I had fee receipt I had to put all these forms and receipt together in a file and go back to same birth and death section of Nagar Nigam office. He looked at all forms and said you need to attach Dakhila Khariji (copy of student registration page of 1st school attended). I live 700 KMs away from 1st school so I gave him passport copy and said I cannot get Dakhila Khariji. I told him I do not need birth certificate but just the non availability certificate (Aprapyta Praman Patra as it is called in Hindi).

    He said it will cost money above 50 rupees which is official fee. I offered him 200 but he wanted 400. We agreed on 300 finally. He took papers and asked me to come next day.
    I went next day at 11 AM and got non availability certificate (NAC) from Jabalpur Municipal Corporation.

    USCIS officer kept the green card. I flew by Air India. They knew about extension letter as well as 551 stamp at Delhi airport.

    Background:
    My K1 interview was scheduled for 9:15 AM, 20th June 2014.

    Onward journey:
    I took 6 AM flight from Bangalore to Mumbai. Landed at 7:20 and took an autorickshaw to American consulate at BKC. Some autos quoted 200 some 250 rs but one guy agreed to go by meter and bill came out to be 60 rs only. I reached consulate at 8:15.

    Initial hiccup:
    They do not have any locker or arrangement for mobile and keys etc. so guards asked me to leave them outside. I inquired around and found that Trade center has lockers. Trade center houses US visa application center (VAC/OFC) and is about 1 KM (20 rs by auto) from consulate. Next to trade center there are small shops in a alley which offer Internet and lockers. I went to one named Hitech . The guy put my mobile and house key in pouch and gave me a slip with my name written on it. He said you will need to pay 100 rs. I said fine. Then I came back to consulate.

    Preliminary procedure:
    I went inside at 8:45, proceeded to security. Then in the waiting area there was a long queue in form of chairs where people were moving one by one. For a moment I thought it will take time. There were facilitators wearing pink color uniform. I asked one of them is queue same for both non immigrant and immigrant visas. She said no. Queue is only for non immigrants since yours is K1 one you need to go to window 15 directly in immigrant section.

    I went in immigrant section. Facilitator asked me to give her:

    Appointment letter
    DS160 with stamp of fingerprinting confirmation at VAC
    Passport
    2 photos (2x2 size)
    Birth certificate
    PCC
    Medical report

    For birth certificate, I told her my birth was not registered so I have brought non availability certificate (NAC), my high school marksheet which has by date of birth and affidavit from mom and uncle. She said give me NAC and affidavits. She did not take high school marksheet.

    She arranged everything in above order in a file and stapled photos on top of the file.

    After 5 minutes of this, my name was announced asking me to go to window 2.

    First interview:
    An Indian lady asked for file. I noticed that she had complete original petition with her too. She asked:

    Who is calling you? --- Name told---

    Is she in India currently? --- No she is in the US---

    You do not have birth certificate? --- Yes maam my birth was not registered. I have submitted NAC and affidavits---

    She said I see original of NAC but no photocopy --I sad sorry I think I missed it. There is a photocopier in the same hall who charged 5 rs for a copy so I submitted it to her. Now back to window.

    Have traveled to US before? -- Yes four times--

    On which visa? --B1/B2

    Give me her financial papers -- I gave tax return Form 1040, W2, last 3 pay stubs, and bank letter--

    Will you be giving interview in English or another language ---English--
    She gave a domestic violence paper to read.

    She gave me back originals of NAC, birth affidavit and stapled a interview token number on appointment letter. I was asked to wait. Token numbers were being displayed on a monitor as well as announcements were made.

    Final interview:
    After two minutes, my token number was assigned to window 8 and announcement was also made. I went there. An American lady greeted me Hi GM how are you and I in turn asked how are you. She asked me to put left four fingers on scanner to confirm identity. The she asked me to raise right hand and read out the oath. Oath is a printed laminated paper hanging by the side of window that you are supposed to read out

    Questions:
    So how did you guys meet?
    Has she been married before?
    Has you been married before?
    Is this love or arranged marriage?
    What does she do?
    When was the last time you met?
    Its bit late for your marriage-- I told her I had relationships before but did not work out.-- she said happens.
    So where will you guys get married?
    Why this place?
    What do you do?
    Have you read domestic violence paper?
    She said everything looks fine. I will approve it. You will receive the passport in about a week.

    I thanked her. Came out by 9:30 AM and went on to collect my mobile. I then called my fiancée and gave her the news.

    Such a quick interview tossed my plans because I had booked evening flight for return. Since I had nothing else to do, I went to Juhu beach and enjoyed kalakhatta, pav bhaji and pani puri to kill time.

    Return journey:
    Return was a pain. I had booked 5:15 flight by spicejet. It was first delayed to 6:30 then we boarded aircraft. Captain announced there is some technical problem so we will take off by 7:30. Then he announced this plane cannt fly we are arranging another plane which came by 8:45. We took off at 9 and reached Bangalore at 10:20 PM. They did not even arrange meals for us even when passengers were willing to pay. Finally reached home and hit bed at 12 AM.

    I have a passport issued at bhopal MP India but I have lived in Bangalore for last 3 years.. Here is my experience and the procedure for getting PCC in Bangalore:

    I registered at site http://www.passportindia.gov.in to apply for PCC. Paid 500 rs as application fee using credit card and scheduled an interview for PCC. I received a date one month later. I could not wait for a month so I took a print out of Application Receipt and visited outer ring road PSK at about 9 AM. PSK allows walk in for PCC between 9 to 11 AM. Visiting on a weekday Tuesday was advantageous, there was a small queue.
    PSK procedure:
    I went to second counter from left, labeled “Normal”. Note that 1st counter is for inquiry only. Other one on right hand side is “Tatkal” for passports. I had carried:
    Application receipt print out Passport copy and original Income tax return copy and original for address proof Email print out of NOA2 which said the petition has been approved.. Print out of packet 4 of embassy. (Take color print out else counter lady doesn’t believe it’s real).. funny.. Then the lady asked if I have any other address proof because IT return is not enough. I insisted that IT return is a recognized address proof as per Passport site. She asked me to see Assistant Passport Officer (APO) inside. I went inside and met him. He looked at docs and asked do you have anything which says you need PCC. I said US does not issue any such letter but I have included petition approval print out and checklist. So he agreed and put his signature in green color on the application receipt. Then I went back to the Normal counter and the lady gave me a file that contained my docs with an appointment number. On the right hand side there was a passage to the waiting area where I went next. In the waiting area, display board shows application number and counter number you need to go to. You will need go to three counters; A, B, C.

    Counter A is manned by a TCS employee for initial check and taking picture and finger prints. She scanned all my docs and turned monitor towards me to confirm if all information is right. She also asked me if I want to opt for SMS alert service. I said yes and gave her 30 rs as SMS fee. She took picture and finger prints and then asked me to go to counter B.
    Counter B is manned by a junior officer of Passport office. She verifies again and asked me to go to C counter.
    Counter C is manned by approving officer of Ministry of External Affairs (MEA). She looked at everything and said expect PCC to be ready in 15 days. She gave me the receipt and passport back but kept rest of the docs in the file.

    After two hours at 12:30 PM I received a SMS that police verification has been initiated. Below are the images of alerts and PCC.
    Police station procedure:
    At 2 PM I got a call from the concerned police station saying come over with address proof and photos.
    I immediately went to the police station with passport copy and original, 2 photos, and Income Tax return order copy and original.
    I was asked to go to computer section where the guy took my papers and pics. He asked me where your passport was issued; I said Bhopal and how long I am in Bangalore; I said 3 years. Then he asked me to sign at two places on a blank form (I think it was in Kannada). Then he told me sir fees (he meant bribe). I asked him how much. He said 500 for quick one so I gave him and he put stamps on my papers and said inspector has to sign it. As soon as he comes he will sign and we will send it back to passport office electronically.

    PCC collection:
    After police station visit, next day, in the night around 3 AM, I got a SMS that police report is clear and collect your PCC from PSK.
    I went with passport to Normal counter again at PSK to collect PCC but gee I forgot application receipt at home so the guy at the counter asked me to write application number, passport number, and name, on a blank paper (taken for 2 rs from photocopy guy in PSK).

    He went inside and after 10 mins came out and gave me two copies of PCC. Signed in green ink. Here is PCC image:

    They also put a PCC stamp in passport.
    I got my PCC in 48 hours despite having passport from another state.
    Language of the PCC is confusing. It says “There is no adverse information against so and so which would render him ineligible” Its double negative but it is correct as it means the information in file is not adverse that would have otherwise rendered him ineligible.

    in certain cases embassies/consulates put cases in administrative processing so you never know how much time it will take.. my suggestion would be not to quit until you have passport back with visa stamped.. visa is good for 6 months... so even after you get it, you can complete 6 weeks notice. it takes time to wrap things up and pack everything, immediate air tickets are more expensive so 6 week later ones are better I guess..
