That did not completely answer the question as to why your wife was not able to take a few days to come to Nigeria while she was in Sierra Leone since you were not able to get the time off work. I agree with @SalishSea, involving the fraud office is fairly rare, so no one knows how long it may take. I am curious about the request for a joint sponsor, so your wife has a job that sends her to Sierra Leone, but it does not meet the I864P requirements? I would focus on the request for a joint sponsor from the consulate.

The reason the question was being asked of you is because an LPR/Green Card Holder cannot petition for a parent, but a USC can. Since you clarified you are a US citizen via naturalization you can file an I130 for your father, and the response by @Boiler is appropriate. If you file the I130 now for an eventual IR5 for your father, the process will take 3-4 years (more than likely into 2027) so the 10 year bar may be over. If the I130 is ready sooner, you can delay the process at the NVC stage until the bar is over. Beyond that, there is no quicker way for your father to eliminate his bar to entry. Good Luck!

I have a history of voting for Democrats in the past, but in their current direction (racist identity politics), I cannot support them. I also believe a lot of GOP members in DC are very bad, but for some reason the overwhelming share of the DC elite are Leftist/Democrats and that includes a lot of the bureaucracy. First of all, the Utah Zoom Online Marriage is not a proxy marriage. It is in fact a legal US marriage ceremony with a valid marriage certificate. The only issue it causes with respect to immigration is that the couple being married must be physically present together either during or at some point after the ceremony before you can submit the I130. If you are together during the ceremony, you can file the I130 as soon as you get the marriage certificate via email. You can also get married as soon as you can set it up while you are in the US and she is in the Philippines, and then when you go to visit next you can file the I130 immediately when you are together. I tend toward being together for the ceremony, but that is up to you.

I can say for us in 2014 and in Moscow my then fiancé scheduled both her medical and interview and they were two days apart. She arrived in Moscow on Tuesday morning, had her medical exam, then picked me up from the airport as I arrived in the afternoon, we spent Wednesday sightseeing around Moscow, Thursday morning was her interview, and we did a little more sightseeing Thursday afternoon, and then departed for our then respective homes on Friday. The consulate had the results from the medical exam when she went for the interview on Thursday morning. Of course that was nearly 10 years ago, and a completely different consulate, and pre-covid so YMMV.
