“Refused” does not mean “Denied”. It means they are requesting additional evidence be provided which you stated before they can give final approval and issue the visa. The only thing you can do is provide what they are requesting and wait. As @powerpuff stated, verbal approvals mean very little as a supervisor may review the case after the interview and decide more information is needed. That being said, getting a verbal approval is a positive sign, so follow their request, and remain patient, and hopefully the t’s will be crossed and i’s dotted at the consulate and you will get your visa soon.
