If you are only at the I130 stage now, it is difficult to speculate what the RFE is for. Usually the financial questions come out later at the NVC and Consulate stages. Have they not posted the RFE on your account yet?

Interesting event occurred in front of us yesterday. Always best to get as many I130's in process as possible, so I would agree, the potentially fastest way is through your mother under the F2B category (8 years plus) vs through your sister as F4 (16 years plus).
