Overall, with a valid AP you should not have any issue with CBP. The biggest issues I have heard of is with airlines not recognizing AP as a valid form for entering the U.S. here are a couple of links that may be helpful. The CBP Carrier Guide clearly lists the AP Card (form I-512) as acceptable to board someone to the U.S., so it is a good idea to have a copy of the guide with you when traveling. I would definitely go to the F4 interview, but I am not sure what to do about the passport. I assume she has another form of ID, so she can explain to the consulate that they already have her passport, but I am not familiar with Islamabad, so I am not sure if she can even get inside for the F4 interview without a passport. No such thing as ‘long COVID,’ health agency says in shock claim: ‘Unnecessary fear “We believe it is time to stop using terms like ‘Long COVID’,” said Dr. John Gerrard, Queensland’s Chief Health Officer, who oversaw the newly-released study. “They wrongly imply there is something unique and exceptional about longer term symptoms associated with this virus,” he explained. This terminology can cause unnecessary fear, and in some cases, hyper-vigilance to longer symptoms that can impede recovery,” Gerrard warned. Researchers at Queensland Health surveyed 5,112 symptom sufferers aged 18 years and older to reach their conclusion. Symptoms reported included fatigue, brain fog, cough, shortness of breath, change to smell and taste, dizziness, and rapid or irregular heartbeat. For the joint sponsor, IRS tax transcripts are usually preferred (the transcripts include all the W2 info as well), but if tax transcripts are not available, copies of a return with all W2’s/1099’s should be fine. As to the BC or PP, usually a certified copy of the BC or a copy of the PP bio page should be fine. Good Luck! -
Just to emphasize as @jackiegringa already stated, the N400 can be filed now even with the I751 pending, but the I751 needs to be finalized before the N400 can be finalized. By filing the N400 you might get your I751 moving, but I would do a little more research first on what is holding up the I751. You mentioned moving, there are many stories of folks not receiving an RFE because USCIS cannot seem to deal with AR-11s very efficiently. You might try calling USCIS and try to get a tier 2 IO to respond. Good Luck!

This gives a fairly good explanation without needing to unwind the changes under Trump, and the reversals under Biden. The earlier interpretation was related to cash welfare benefits, and Trump tried to include more public assistance programs under the umbrella of public charge, but Biden reverse that and it is back to cash welfare benefits to the best of my knowledge. https://citylimits.org/2020/02/27/trump-administrations-public-charge-rule-explained/ -
You will need to provide evidence of your current marital status as well as evidence of your marital history. You still use the N400 form, but keep in mind the I751 will have to be finalized prior to the N400 being approved. Do you know why your I751 is outside of the normal processing time? Generally, the interpretation of the "public charge" rule pertained to an immigrant receiving cash welfare assistance. I am not really sure how it was changed, but I believe it essentially reverted to the earlier interpretation.
