This "Letter of Legal Capacity to Marry" is for Fiance(e) Visas. I called the U.S. Embassy in Cambodia and they told me that it is a new requirement for Fiance(e) Visa beneficiaries to bring it to the interview as part of the package. However, earlier posts asked about the paperwork that is done in order to get engaged in Cambodia, for example, the "Certificate of Celibacy". I emailed a copy of this certificate and asked if this meets the requirement for the "Letter of Legal Capacity to Marry" and they responded with a "yes". I hope this clears some of the confusion up. Also, if you go to the Embassy's website and check the Packet 3 instructions they have updated the form. Good luck to all.
