  1. State employee is not considered a federal employee working in a foreign country on assignment. You do not qualify. you must also must permanently be living together. Visiting makes you ineligible. Divorce and move on.
  2. The card is issued from a different department. USCIS has no control over when they print and mail it. You will be notified when it has been completed.
  3. You have to file I-485 for both. Include a copy of your approved VAWA, a copy of your GC. You need to file I864w for each. Also they both need I -693.

  15. Adding my 2 cents. It is my understanding that you have to prove that the child was abandoned by bio parents or they are deceased. If the grandmother has physical custody she is not considered abandoned or an orphan. The grandmother nor the bio parents can turn over custody to you. You are missing that legal requirements for adoption in Mexico and legal requirements for immigration are two different sets of laws. you can still adopt her but she will not be able to immigrate to the US. So she will still be living with her grandmother and now you will be providing her the money to support the child.
  16. There is no way to request a combo interview. Also it varies by field office if they will do it.
