  1. You don't have relatives in your home town who can go to the PSB for you? But, yes - either they produce the notarial certificate forr you, or you can explain why it was unobtainable. I'm going to guess that the folks at the PSB may very well surprise you. The attorney may be better able to draft the letter of explanation if not.

  3. What does he tell you about why it is taking so long? I have a good impression of him, but no experience with him or knowledge of anyone else's experience with him. I'm sure that getting the certificate is fraught with peril, but knowledge of what the difficulties are should be enough to explain why you can't get it.
  4. I think he is trying to trip himself up over a technicality - he WAS admitted in an Immigrant Class of Admission. The USCIS wording I believe is simply on over-simplication of the issue. However, it may be subject to legal interpretation - but my own (non-professional) understanding of the legalese is that yes he WAS admitted on an "immigrant visa". So what he needs to decide here is simply - Does he want to get a lawyer to answer this question for him?

  9. Your wife is a fully documented Chinese citizen, and should not have any trouble getting a "white book" 出生公证书. The certificate will reflect whatever the hukou records say about her "parents'.
  10. Chinese records are kept in the hukou books. Each hukou has a city where it is registered. They will have a copy of the same information at that location. As far as I know, the consulate is still requiring the "white books" Notarial Ceritifcate of Birth even for those who more recently (since around 1994 or so) were issued Medical certificates of Birth. Again, the "white books" are generated on the spot by the notarial official from existing records. But pretty much EVERY Chinese citizen applying for a foreign visa needs to go through the same thing. It is surprising that no one was able to help you with this - but it doesn't help when someone tries to tell THEM what information is supposed to be on a "birth certificate". Chinese records and official documents are what they are.
  11. They don't OBTAIN any document - they GENERATE the 出生公证书, or chu sheng gong zheng shu from the information in the hukou book. The Notarial Certificate of Birth is simply a statement of the notarial official's understanding of the circumstances of your wife's birth. You HAVE the hukou - that is all that is needed. You can also present her ID and passport.
  12. Simply go to the Notarial Office, or Gong Zheng Chu (公证处) and ask for a 出生公证书, or chu sheng gong zheng shu. This is NOT a problem.
  13. Neither the Dept. of State nor the Consulate can dictate what documents need to be issued by the Chinese authorities. The Consulate RECOGNIZES this, and expects a standard Chinese document. The notation on the notarial birth certificate is 出生公证书, or chu sheng gong zheng shu.
  14. She is registered in a hukou, no? If so, what does it say? If she has a Chinese ID she is a fully registered Chinese citizen and should have no trouble obtaining a Notarial Certificate of Birth from the Notarial Office, or Gong Zheng Chu (公证处).
