  1. You don't have relatives in your home town who can go to the PSB for you? But, yes - either they produce the notarial certificate forr you, or you can explain why it was unobtainable. I'm going to guess that the folks at the PSB may very well surprise you. The attorney may be better able to draft the letter of explanation if not.

  3. What does he tell you about why it is taking so long? I have a good impression of him, but no experience with him or knowledge of anyone else's experience with him. I'm sure that getting the certificate is fraught with peril, but knowledge of what the difficulties are should be enough to explain why you can't get it.
  4. I think he is trying to trip himself up over a technicality - he WAS admitted in an Immigrant Class of Admission. The USCIS wording I believe is simply on over-simplication of the issue. However, it may be subject to legal interpretation - but my own (non-professional) understanding of the legalese is that yes he WAS admitted on an "immigrant visa". So what he needs to decide here is simply - Does he want to get a lawyer to answer this question for him?
