That's what happen to us also when we are still in K1 process. My fiance(now husband) send I-129F last November and then didn't check USCIS website. Then it turn out that just 3 days before he passed from $ $455 the fee decreased. So what we done is just send back everything with the correct payment but we waited until January todo that bec. it Christmas season. Anyways, you are still ok, just write a check with the correct payment and you will be good.

I understand what you felt. Did you contact USCIS? I think nine months is too long for the NOA1 to NOA2. I saw in the site that there goal is 5 months. We received NOA2 for exactly 5 months.
