    Just to be clear, a fraud investigation is primarily focused on the intentions of the foreigner, not the intentions of the US Citizen petitioner. Some fraud is mutual but most is not. Clearly one of their concerns is that he applied for a student visa while in a relationship with a US Citizen. Many pertinent facts are missing from the initial post, which may or may not shed light on the problem.
    They are the same age, but how old? (This pertains to whether they are of "student" age.)
    They have at least been acquainted since before the student visa was applied for. For how long and how serious was the relationship? The OP says the engagement wasn't "official" but just what WAS the relationship status when the student visa was applied for? Evasive answers raise suspicion.
    How did the couple meet and how did their relationship develop?
    Does the foreigner have family in the USA already?
    If everything is on the up and up, the visa will probably eventually be approved, but it sounds like they are investigating to rule out first, whether the student visa application was an attempt to circumvent immigration law. If it was, that's a problem. We don't have the facts but the OP does.

    There are a lot of ppl who have gone over the 5 month timeframe... im sure it has nothing to do with anything wrong with your files..its just overload of cases to review... don't worry your time will come soon!!! You can always call USCIS and ask about your case to find out where it is if they know..Best of luck!!!!

    There are MANY who for what ever reason, have to wait more than 5 months for their NOA2. The USCIS site says they try to get them out in 5 months. I don't speculate why some are done so quickly and why some are slow. For now, I am not getting excited that our NOA2 isn't here yet. We filed at the end of May so it's still early although others have been approved already who filed after we did. I'm sure that will change if I have heard nothing after the 6th month. Hang in there and good luck!!!

    You have been detained for shoplifting, charged with petty theft and paid the fine. You did not do that because you were accused mistakenly, but because you were guilty as charged. You are a thief.
    Yet you did not disclose this, wrongfully assuming the Feds are too stupid to find out within a comprehensive FBI background test.
    Tell you what: if I had been the I.O. I would have seen this as a deliberate misrepresentation and declared you a persona non grata for the rest of your natural life. If I were you, I would thank my god for sparing me deportation and keep my mouth shut for another 3 years. If I was the judge getting your complaint on my table, I would order you deported before going to the bathroom.
    You apparently have no idea how lucky you got.
