https://www.cbsnews.com/news/us-migrant-sponsorship-program-cuba-haiti-nicaragua-venezuela-applications/ News indicated that as of the end of last month, the agency was receiving an average of nearly 12,000 applications per day from those seeking to sponsor Cubans, Haitians, Nicaraguans and Venezuelans, calling the number "overwhelming." The documents noted that less than three days' worth of applications were processed per month due to the 30,000 monthly cap. More than 100,000 migrants have arrived in the U.S. under the sponsorship initiative. But the government was overseeing more than 580,000 pending cases for Haitians, more than 380,000 for Cubans, nearly 120,000 for Venezuelans and more than 20,000 for Nicaraguans at the end of April. Other cases were being reviewed or had been approved. So what do these numbers mean, every 2 1/2 days they receive a months worth of applications. 15,000 are dealt with on the basis of when they were filed the other 15,000 of the monthly allocation are allocated on a random basis. If they stopped it now it would take 4 years to clear current applicants..

https://trac.syr.edu/reports/717/ The federal government is facing a flurry of immigration-related civil lawsuits in court. In February 2023 alone, the federal civil courts recorded 943 immigration-related lawsuits, the highest immigration-related lawsuits for any single month on record. So far in FY 2023, from October to February, the courts recorded 4,175 total civil immigration filings. At this rate, the total number of filings for the year is estimated to exceed 10,000, a new record. This growth in immigration lawsuits has been driven primarily by what are known as mandamus lawsuits, or lawsuits that are typically filed when the government fails to take action on a variety of immigration-related applications.

I noticed a recent update on the instructions. For those familiar with the H1b and the DV they have added elements. First duplicate entries will mean disqualification. Second and more significantly they are splitting how they process applications. Half with be on a first in and first out basis the other half on a lottery. So 30,000 a month so let's say 1,000 every day. 500 will be selected randomly for processing 500 will be selected on the date filed. I assume this is because they want to give people the illusion of a chance and keep Mexico happy. I have not seen any mention of how many people have applied, there are only 360,000 every year and seems likely there have been millions of applications. This does not seem to apply to Ukraine which as far as I can see remains uncapped. What I cannot work out is what happens where families are involved.
