I-130 petition

Hi all,

I d like to start applying for the green card for my mom. I have two potential routes. I wanted to ask which one would be faster?

Option 1. File I-130, wait for the approval and have her go through consular filing afterwards. She lives in Ukraine. Quick questions:

a) is translation of documents sufficient when done by someone by lingual? Not professional translation services? And question there - are electronic signatures by translator acceptable?

b) when going to the interview, my mom needs to have affidavit of support, I-864. Do I prepare that in advance and mail through FedEx to her?

Option 2. File I-130 and I-485 concurrently. She has b-2 visa and could come stay with us for up to 6 months. If we were to do that, what happens if the forms are not approved within 6 months? Can she leave the country and come back here? Does she need to notify USCIS in that case?

is option 2 typical faster than option 1? For my mom, option 1 is probably preferred but I wanted to weigh all options we have. I d love to hear from those who have experience with this.

Is it possible to expedite the petition for my sister (F4) due to situation in Ukraine (impending war)? She's still at the USCIS stage, I applied in 2020. My father will be able to come into the country and apply for her soon, would that be an option?

What about for my parent (IR-5), who's at the NVC currently? Also, is it possible to switch the interview to another country when we were auto-assigned to Kyiv for IR-5?

What is the best way to go about it to get them out of the country and safe?

Really appreciate your advice!!

Is it possible to expedite a petition because of war? My wife's adult son is in Kharkiv, Ukraine and considering the current state of affairs there we wonder if this might be a possibility.

It looks like the time from NOA2 to NVC Received is usually a few days. My letter from KyivIV states. My NOA2 is 2/8

Once your I-130 is approved, you will receive an Approval Notice and then a notification from the National Visa Center with the case number (KEV+10 digits) and further instructions. At this point, you would be able to contact NVC to request an expeditious processing of your case by submitting a scanned letter (or statement) to NVCExpedite@state.gov
Any idea how fast expedite might go?

K1 -Are airports sticking to the 2 week "fully vaccinated" guidelines of CDC?

My fiancee is really concerned about the whole setup in Ukraine and I spelled out the vaccine requirements per the CDC. For personal reasons, the second dose was delayed to the point where she is a few weeks from hopefully flying out. I am one of the rule followers (well up to a certain point) and I do not know of any experience K1s have had with taking the required 1 dose/2 doses and waiting the 2 weeks before flying. Is it required to wait the 2 weeks or are people flying before the 2 weeks and are not denied boarding a flight?

We discussed her flying to turkey for her 2 week period, but I want to have her fly straight here if possible. (of course layovers but not 2 weeks and rent/food for that time)

So I guess my question is, how strict are the airports following the CDC guidelines of being fully vaccinated after 2 weeks of the final dose (1 or 2 depending on the shot)? Is it strict or more relaxed?
