My wife and I were married last year and we are at the NVC stage of the visa process. I'm getting ready to file my tax return as married filing jointly, and found that I need to also send in form w-7 so she can get an ITIN. As I read the instructions for form W-7, it says I need to send her actual passport. This will be extremely difficult, if not impossible, right now due to the COVID-19 lockdowns. Moreover, I am concerned about having her DHL me her passport when we are at the NVC stage and who knows how long it would take to submit the form W-7 and then get her passport back and DHL it back to her in her home country. I'm not sure how to provide the proof of identification the W-7 requires if you can't send a copy of her passport. I'm not sure how one would even get a certified copy because her country, like most of us, is locked down.

good morning....I was browsing my case status this morning via the Visa app and noticed that it showed my case was at the California Service Center which I thought was odd. So I called USCIS to inquire if my case had indeed been transferred because I noticed a date change (touch) on May 1st and when I inquired I was told it was still in Nebraska. However, when I called this morning I was told there was conflicting information on the case and they couldn't tell me anything but instead I needed to speak with a Level 2 officer. The level 2 officer confirmed that my case had been transferred to the Queensville, NY field office. He said that most likely the transfer was due to the case overload at the Nebraska Service Center. I think right now I'm a bit worried about why my case was transferred to a field office in New York. A few old posts I read on VisaJourney indicate that if your case is transferred to a field office that it's usually because they want to interview the petitioner in person. If this is true why you I be asked to interview in New York when I don't live there nor have I ever lived there. Why not just transfer the case to my local office if I need to interview in person. The Level 2 office kept telling me that his guess was that my case had been transferred due to workload and that they haven't been issuing transfer notices lately. Anyone ever deal with having their case transferred from a service center to a field office? Also, there is no way to determine the processing timeline for a field office. Anyone have any feedback to offer?
