K3 Transferred, March 9th, to day I got an Email

My PD's are July 22, 2019 the NOA1 came from Nebraska the PD or Received date was the same on all three. According to multiple online chats, two are in Texas. also on the USCIS site case processing times for I-130's in Texas are 7.5 to 9.5 Months with, as of today the date of July 18th 2019.

."If your receipt date is before the Receipt date for a case inquiry", you can submit an outside normal processing time service request online."

is there anyone out there approaching or past this Date for a case Inquiry?

also what can a Lawyer do if it reaches that date and nothing is done?

I have heard that as of March 21st to all international travel until at least May 1st.

So if your case gets transferred about how long can you expect any further action upon the account/accounts?

my wife asked me about finally taking my last name. When we got married in Moscow, we were informed we would have to repeat the procedure if she did. Not to mention her having to return to Tajikistan, for a new passport. We originally agreed to get the name changed after we get her Here. we already are now over 7 months at USCIS, unfortunately the NSC. Also her daughters wish to have my surname.

Does anyone know what processes/steps are needed to get this done? Do I need to adopt the girls, I have no problem in doing so, the youngest also wishes to change her middle name because it contains her biological father's name.
