US Immigration from Tajikistan

I got this Email today

We previously notified you of the date and time of your immigrant visa interview at the U.S.Embassy/Consulate General in MOSCOW, RUS.

Due to unforeseen circumstances, we have to cancel this interview. We will schedule a new interview appointment as soon as possible and notify you of the date and time. There is no need for you to take action at this time.

However They NEVER NOTIFIED US of an Interview!

June 1st Our Lawyer sent emails to expedite our cases. No response. July 1st Due to the situation in Moscow, (as of Aug 1st 2021, NO VISA SERVICES,) our lawyer asked to transfer to Almaty, Kazakhstan. because Almaty is supposed to handle Immigration visas for citizens of Tajikistan. How long dose one wait until calling NVC and asking about the statuses of out cases? or will they move us to the bottom of the stack? We all are frustrated with all the waiting! we just want to be together!

Consequently, through July 16, U.S. Embassy Moscow will temporarily resume routine U.S. citizen services, including passport services, Consular Reports of Birth Abroad, and limited notarial services. has anyone heard or seen anyone getting interviews/Visas since this was posted?

With the recent roller coaster due to the political strife between Russia and the US. there is this

it states they will provide Immigrant visas for Priority and urgent cases. What would take to qualify as Priority or Urgent?

Could someone explain to me the policy the Russia has that if a foreign citizen is residing in country that every year they do have to leave the country and then return for some reason. My wife has basically said this, as she is from Tajikistan. She normally goes back to Tajikistan for a week or so. in 2019 her and the girls went to Kazakhstan for 3 days. I know she said something about that last year do to the COVID travel bans that this was either suspended or extended.

I am wondering about this, because Russia has stated the Migrants who's registrations have expired, (in the news article it stated, "Illegal migrants,") need to leave the country by June 15th, 2021

My wife goes Monthly to do registrations and pay the fee's. So she is LEGAL. I don't know if this will affect us. If it does could we request an emergency interview, or something like that?
