US Immigration from Switzerland

Hello everyone. I have a question. I was arrested and charged with petty theft I wasn t imprisoned nor convicted after 90 days my case was sponged and sealed. No restraining orders or or order of protections against me. Is question (4.a) and (4.b) referring to this type of arrest.? If it is then should i disclose it.?

I contacted the NVC on Feb 19 about changing embassies and received the response below -- is this their actual reply or an automated message that everyone is getting right now in light of COVID? I am wondering whether I have to submit my request again. For context, I am requesting the embassy be changed from France (where I was born) to Switzerland where I am a resident. In past posts on this forum I noticed it took people around 2 weeks to get their embassies changed, I am close to 6 weeks now without any action on this matter.

Did the time to process the I-130 petition and get approved will take longer now during the coronavirus?

My husband and I didnt see each other over 4 Months now and he supposed to visit me in switerland now but he's not allowed to travel anymore overhere. We booked this flight before this corona virus was like this now. So my question is, can I as his Wife and my daughter travel to visit him during this time?
