Trump order aims to curb US agencies' use of foreign workers

President Trump on Monday signed an executive order aimed at blocking U.S. agencies from outsourcing jobs to foreign workers, a move partly sparked by outrage among some conservatives over outsourcing plans from the Tennessee Valley Authority (TVA).

The order specifically targets the use of H-1B visas and requires federal agencies to prioritize hiring U.S. residents and green card holders before outsourcing contract jobs to foreign workers. The Department of Labor will also finalize guidance to prevent employers from moving H-1B workers to job sites that would displace American workers.

The order additionally requires federal agencies to complete an internal audit to determine whether they are only appointing U.S. citizens and nationals to government jobs in the competitive service.

If the I-130 is filed online and I-485 is filed on paper, is it still filed concurrently?

If you file the I-130 and I-130A online and the I-485 (including EAD and AP) on paper, is it still considered to be filed concurrently i.e. the EAD and AP fee is still waived?

We are trying to figure out if it is better to just file all of it on paper or do it online and on paper.

Washington (CNN)The US State Department entered the second phase of its reopening plan this week, despite an increase in coronavirus cases in and around the nation's capital.

The move to enter Phase 2 of "Diplomacy Strong," which allows up to 80% of employees to return to work onsite, drew swift opposition from the American Foreign Service Association and seemed to contradict the State Department's own guidelines for bringing staff back into the office.
Some State Department officials have expressed concern about pressure to come back into the office to suit the Trump administration's reopening agenda, with some senior officials reportedly calling a return to work "patriotic."
A State Department spokesperson said the department moved the facilities in the National Capital Region to Phase 2 "(a)fter carefully assessing the local conditions and in close coordination with the Bureau of Medical Service."
"Employees who are in vulnerable populations are not required to return to the office. During this phase, telework flexibilities are still encouraged, given childcare, eldercare, and transportation concerns," the spokesperson said. "All employees are to abide by social distancing guidelines and face covering mandates when at Department facilities."
A senior State Department official told CNN prior to the move to Phase 2 that a return to work would be based on medical conditions, local conditions and operational conditions, including "a downward trend for at least 14 days." Confirmed cases of coronavirus in DC, Maryland and Virginia have been on an upward trend for weeks.

Order of notices and mails from USCIS

Hello, I applied online for N400 and currently waiting for my biometrics (and later interview) appointment. I just want to reassure the order in which normally USCIS communications are occuring.

I put my case number in Case Status page (egov.uscis.gov/casestatus/). I had this account since my Greencard time. So far I have not received any email or text from it. The N400 entry row is blank as you can see below. Does this page actually send updates when the status changes, e.g., if you get an biometrics appointment?

As I have applied online, there is the application online account website (my.uscis.gov/account/), which has a Documents tab. Is it always the case that the biometrics appointment notice appears first in this tab, before receiving it by mail? Or USCIS is not actually very consistent with these things? For instance, you could get the notice by mail but not having it here in the Documents tab? If it always appears here online, then I don't need to be worried about getting a mail lost and missing communications (e.g. when travelling).
