I read in this thread:
That there is no packet 3 from the Manila embassy. I believe this creates a problem for us because my fiance worked in Singapore for 8 years. According to this table:
She is required to submit a police certificate from Singapore to satisfy line 3 of the table. The instructions to get the police certificate are here:

Registration Criteria: All applicants must complete an online application on the Singapore Police Force eServices website and submit the application with the necessary supporting documents:
- A set of applicant s fingerprint impressions (ten prints). Applicants applying in Singapore will need to book their fingerprinting appointment though the Singapore Police Force eServices website. For application by post from overseas, the applicant must submit a set of his/her fingerprint impressions taken by a qualified Fingerprint Officer at a Police Station or an authorized office of the country he/she is now residing.
- A photocopy of applicant s valid passport (showing biodata page).
- Two recent photographs measuring 3.5cm by 4.5cm.
- Photocopy of document from relevant consulate/immigration authority/government bodies or other requestor to establish that the certificate is required by such authority and that a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that s/he has no criminal convictions. All documents are to be translated into English if written in other languages.
Procedure for Obtaining: All applicants are required to furnish a form letter from the requesting/processing office to apply for a Certificate of Clearance (COC). The form letter may be obtained from the NVC for immigrant visas, KCC for diversity visas, or the Embassy/Consulate that is processing the visa application. The letter should state that the COC is required for the purpose of applying for a visa and must include the phrase "a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that he/she does not have criminal convictions".
Applicants should apply for the COC online via the Singapore Police Force eServices website at: eservices.police.gov. Applicants will also be able to make payment and reserve fingerprinting appointments through the eService website. Processing time for each application is between 10 to 15 working days.

Alternate Documents: Duplicate Certificate of Clearance
Exceptions: The police records for Singapore may be considered complete from their origins to the present, except for the period of time during the Japanese occupation of Singapore from 1942 to 1945.
Comments: Non-Singapore citizens requesting a Certificate of Clearance must also submit a copy of this letter after adding the names of the principal and dependent applicants as indicated, along with the checklist letter from NVC, KCC, or the Embassy/Consulate processing the visa application.
Please see the text highlighted in yellow and red. We need something from NVC or the consulate stating that the certificate is required and that a declaration from my fiance is insufficient to fill the requirement. I hoped/assumed that this would be included in the packet from the consulate. If there is nothing from the consulate, how do we get the police clearance? The police clearance from Singapore is the one item that can really delay our case. So I hope someone can clear this up for me.
