Sorry, this thread is just some ventilation for me, so not a lot of sunshine and rainbows here. I'm super frustrated. We submitted the I-864 and DS-260 with documentation packets to NVC in October and they have rejected the (correct) document two times now. We're 8 weeks into waiting on the third submission, to see if they accept it this time. Read on for the tale. It's long, because it's kind of nuanced. I-130, CR-1, Mexico.
10/6 submitted all IV and AOS docs to NVC website. This included the police certificate in native Spanish, reauired English translation, and all required translation documents.
11/6 NVC rejected the police certificate. The date on the Spanish doc was 3-10-19, which of course is October 3 in most of the world. The English translation had it as 10-3 (it's good for two months from date of issue). They rejected it because they thought it was from March and was expired. I spent an hour + on the phone to get to some very rude lady who told me that they didn't have the English translation. "Yes you did, I'm looking at it right now in your system," I say. "Oh, you can see my computer?" she snaps back. So after the demeaning experience of having to plead with this miserable person to not hang up on me and to look at her own screen, she finally sees the English translation. "Oh, we marked that as 'not needed.'" I pointed out that clearly it was needed. She told me to print the certificate and translation out, scan them into one document, and submit that with notes. I did so on 11/8.
12/9 wife proactively got another police certificate while we waited, since they're only good for 2 months and it actually had expired at this point.
12/19 wife comes to join me in the U.S. on her tourist visa. We didn't really feel safe for her in Mexico; she's had a couple friends go missing or get outright murdered in the past couple months and we decided she should come here and wait the brief time for this to finish up, then go back to Mexico to tie up ends and go through the consular processing when it's time.
1/7/20 NVC rejected the police certificate again. Said it's not the right document, provided a link to the DOS document finder describing the correct document. https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/Mexico.html It's the correct document. Made two appointments with two separate immigration lawyers, talked to them, confirmed 100% that it is the correct document. This process cost us a couple of weeks and a few hundred dollars.
1/28 Submitted the new police certificate from 12/9, with new translations and more notes. More hundreds of dollars. Also attached a copy of the page from their document finder so they can see that.
Tomorrow makes 8 weeks since that last submission, and we've heard nothing. Now there's a pandemic and I don't even know if they're operating. She's still here, but can't work, but the time is coming for us to make a hard decision to either keep waiting, send her back to Mexico, or start the I-485 AOS process which would start us over again. Meanwhile our tight financial situation is about to get a lot tighter.
I really thought we'd be done with this by now. Due to NVC's inability to look at a simple document in under 2 months, then to know what they are looking at, repeatedly, we find ourselves in this difficult situation. I know there are other people who have had even worse experiences, and I really feel bad for them. Like I said I'm just ranting here. Maybe it will help me feel a little better. I know the government has a reputation for incompetence, and I believed that, but I couldn't have believed that it could be this bad if I hadn't seen it myself.
