US Immigration from Lebanon

Hey Folks

So my F4 immigrant visa expires on the 18th of June and my medicals earlier than that. First question I have is: Do I have to go before my medicals expire or before the visa expires?

Second, I talked to the embassy before the trump ban and they told me they'll reissue visas after embassies open due to the airport being closed in Lebanon. But Middle East Airlines are offering limited flights to Paris and London (They are repatriating Lebanese Citizens from there, but you can go on departure if you want. Plus you get a free return ticket for when you want to come back) for $1200 dollars which you can connect to the US with a separate ticket.
I'll consider going on one of these flights if they will not re-issue visas afterwards, but if they will, I might as well just wait. So do y'all know if embassies will re-issue F4 immigrant visas immediately after the ban? I sent them a mail right after the order was signed but I received the same auto-reply about considering re-issuance of visas I did earlier.

I could ask the embassy but only American Citizen Services are available right now which I don't qualify for calling as im not a citizen( It's saturday) and I need to book the flight quick.

Hey folks, My mom has a SSN now but she got her immigrant visa and SSN in 2020 so she hasn't been in the US in 2019. Can she still file for 2019 taxes and get the relief package?

I'm the principal applicant of an F4 and my husband, one of the beneficiaries, got his interview delayed due to tuberculosis. He finally did the interview in March after a few months but the visa bulletin retrogressed at that time so we thought we were going to wait till october. Now with the new suspension, and knowing trump, he will probably extend it, is it safe to assume that he won't be getting his visa until at least 2021? Do you think that the case might be different this time as he is simply a beneficiary and not a principal applicant for the ban to apply?
