US Immigration from Kenya

Hi, my Kenyan wife and I received this message from NVC: Please sign and date this by hand in Part 8, Lines 6.a. and 6.b., and replace this form.

I understand the signature part- but wondering if you guys think 'replace this form' means anything more? Trying to make sure I don't miss something. I am in Kenya with COVID 19 and can't easily phone NVC unless I must.

So who here is approved but waiting to receive the actual visa, and not knowing when you'll get it due to the closures of the consulates? (We were supposed to receive ours visa DHL, but there is so much uncertainty.) Just wondering how many people are in the same boat, have you contacted your embassy for an update, etc.

We tried to call our embassy and they say "they have limited staff", and can't give us any other answers.
We were so close, and then this happened. (Very frustrated.)

My interview was scheduled , among the documents they ask for : US spouse birth certificate. My husband applied for a long form but it will take more than a month to receive it , the short form doesn't take much time but we were told that the long form is the one the federal government asks for. . In case I can not have it before the interview time, is the US passport enough as a proof of citizenship or not.

Has anyone used a certified copy of their spouses passport from Kenya for your tax return? I feel like 16-18 weeks is an awful long time to give the IRS her passport in case our petition moves quickly.

I know the usual: "Tell your friend to join us." I've informed him so and will be sending the link to this to him so that he can participate. Below is his question. I just copied and pasted it, from what he sent me.

I have a friend who submitted his I130 for his spouse on December 15, 2019. His case was forwarded to Nebraska Service Center. On February 9th, 2020 his case was updated online to "your benefit case has been accepted and under review" and later the date was updated to February 23rd 2020 with the same message. What does that mean? Is the case under consideration or is it going through processing like security check? Thank you.
