US Immigration from India

I searched a lot but was not able to get the answer to the question. My cousin (on F1 and maintaining her status) is dating and her boyfriend is on GC. I have always heard that the wait times are extremely long for spouses of GC holders but when I looked up the April bulletin on USCIS website the dates are showing current. Does that mean that if they get married now, they will be able to file for I-130 and I-485 together?

Am I missing something here? Thanks for the help

My I-130 was approved today but my I-485 still says "Case ready to be scheduled for an interview". What happens now? Will I still have the interview or has my interview waived off?

I am currently based in the States and am working on my I-797. Given the current travel (and potential future immigration restrictions) it might be much harder for me to obtain a stamp on my recent visa. I was thinking of filling for a green card now, and then in the future stamping my visa (So I can continue to travel as I wait for the AOS). Is this legal / a good idea?

For the executive order that will be placed shortly, to suspend ALL immigration to the US, what is ALL?

Does it apply to NEW cases from consulates? And what about the cases that were filed already and are in progress or awaiting interview appointment like Adjustment of Status?
